Employers get the hump over the Lump
Abstract
Renewed efforts to combat tax evasion in the construction industry are meeting opposition from both employers and unions. The unions claim that the latest anti‐Lump measures do little to aid collective bargaining or to enforce safety precautions in an industry notorious for its accident rates. Employers suspect that the tougher regulations governing payment to sub‐contractors are part of a subtle campaign towards eventual nationalisation of the industry. John Bingham reports.
