EU countries should review their benefit and tax systems to encourage people to seek and take up work and training, and should set targets to increase the number of people who benefit from lifelong learning.

These are among the recommendations contained in the employment guidelines for 1999, proposed by the European Commission.

The guidelines also suggest that special attention should be given to the needs of the disabled, ethnic minorities and others who are "disadvantaged in the labour market".

The Commission reports that, compared to the EU average, Britain has performed well on employment over the past 12 months.
