Greater access to more effective courses at low delivery costs are the goals of the Bic (Blueprint for Interactive Classrooms) programme, funded under the EU's research and technological-development programme.

Bic is designing and creating "telepresence" classrooms in further and higher education, which permit teachers, students and outside contributors to interact over various telecommunication networks.

Five of the classrooms have been built across Europe. Bic has now produced a handbook of the experience. The publication deals with a wide range of topics, from the placement of furniture to technical guidelines. Most of the equipment described is easily available.
