European Commission proposals for a new EU programme dealing with accidental pollution of the sea contain money for training and development of experts in this field.
If approved, the four-year programme would run from 1 January 2000. It would aim to improve the capacity of member states to respond to spillages or threats of spillages, and contribute to the prevention of risks. The programme would also create the conditions for greater co-operation between member states in dealing with sea pollution.
The EU would contribute up to 75 per cent of the cost of organizing courses and workshops for national, regional and local officials in member states, and others involved, to ensure that the competent services respond rapidly and effectively. There would also be money for the exchange of experts.
