Heads of state agree Cologne Charter

The heads of state of the eight main industrial nations, meeting at the G8 summit in Cologne, Germany, agreed the Cologne Charter, which defines the objectives of lifelong learning. The charter notes that basic education must be free. France, in particular, insisted on this. The charter also states that everyone should be encouraged to pursue training, and be able to benefit from the means for doing so, throughout life. In addition, developing countries should be helped to set up complete, modern and effective training systems. The Japanese Prime Minister, Keizo Obuchi, pointed out that education and training had to be not only free, but also "at the service of the development of the personality and individual rights".
