The agreement between the European Parliament and European Council to give the new EU Youth programme a 520 million euro budget for the seven years up to the end of 2006 has been criticised by the European Youth Forum. Members believe that, if the budget is revised half way through the programme as a special clause allows, it should be increased towards the 980 million euros favoured by Euro-MPs. Otherwise, the programme "risks falling short of the expectations of young people".

The European Youth Forum also calls on EU member states and European institutions to ensure rapid implementation of the programme, and wishes to ensure that young people from EU candidate and associate nations can join in the programme as soon as possible. The European Parliament originally proposed a youth programme budget of 980 million euros, the council favoured 490 million euros and the commission put forward a compromise of 765 million euros.
