Proposal to make 2003 the Year for People with Disabilities

The European Commission has proposed that 2003 should be the European Year for People with Disabilities, with education and training playing a key role. The campaign would aim to raise awareness of the importance of making Europe an easy place for people with disabilities. Education and training are seen as enhancing people's abilities and encouraging independence and self-esteem. EU member states would be encouraged to promote policies and practices which benefit the disabled, support organizations which help the disabled and remove architectural and design barriers.
