Organizations team up to promote improvement in lifelong learning

The Local Government Association (LGA) and the Learning and Skills Council (LSC) have committed themselves to work together to improve the quality of post-16 education. Their memorandum of understanding sets out the principles for partnership on projects such as ensuring continuity and structured learning in post-16 education and the promotion of coherent learning for 14-19-year-olds. The memorandum will also help to ensure that local education authorities and the 47 local learning and skills councils work together effectively and communicate clearly.

Signing the memorandum on behalf of all local authorities in England and Wales, Brian Briscoe, LGA chief executive, said: "The memorandum is important to ensure effective co-operation in areas where the responsibilities of local government and the LSC overlap. Local authorities have a key role to play in providing high-quality education in sixth forms and adult-learning centres and the LGA is committed to improving and developing educational opportunities across the board."

John Harwood, LSC chief executive, said: "The Learning and Skills Council was set up to transform our educational training performance above 16 and to help to tackle the skill gaps that are undermining our economic progress. But we can only do this through working with other key agencies. We have key synergies with local authorities that are responsible for the administration of secondary education, economic development and regeneration and, of course, the underlying social health and well-being of their communities. All of these are important areas for us, too. This agreement is to make sure that we have in place a framework to ensure the maximum collaboration between out two structures."
