Who succeeded and who failed under Leonardo in the UK

The UK national agency for the EU Leonardo vocational training programme has provided a round-up of UK applications under the programme in 2003. The Leonardo project board approved 122 of the 182 applications made under the "mobility" aspect of the programme, which covers work placements and trainer exchanges in another European country. Of these approved proposals, 104 are based in England, 13 in Scotland, three in Northern Ireland and two in Wales. Promoters with no previous Leonardo experience submitted 25 of the applications. The most popular choices for placement destinations were France, Germany, Spain, Finland and Sweden.

There were 22 successful applications out of’100 proposals under the so-called "Procedure B", which covers the production of training material to promote innovation and quality in training, the production of vocationally-specific language-learning materials, and international networks to facilitate the transfer and exchange of experience and good practice. A Leonardo UK national agency spokesman said: "Overall, the quality of applications received was higher in comparison to previous years, in particular among pilot projects … Unfortunately, few language-competencies and trans-national network applications were selected. Promoters had difficulty coming up with innovative ideas and proposals for sustainability."

Training and educational organizations were still the main promoters, but projects were also submitted by public authorities, small- and medium-sized companies, university-enterprise training partnerships, organizations working with certification, trade unions, public authorities, regional consortia and federations.
