This book finds that while good voluntary environmental measures (VEMs) well carried out can be better than regulations, most VEMs do not work, and they are more costly to implement and create more delays than well planned performance‐based regulations. The book carries articles by the best thinkers in Canada on voluntary environmental measures including Francois Bregha and John Moffet from RFI Consulting, Debora VanNijnatten and Paul Muldoon (CELA). It analyses the Forest Stewardship Council, the Whitehorse Mining Initiative, and the DOFASCO Steel Covenant signed with the Ontario Ministry of the Environment and Environment Canada.
