CEFIC, the European Chemical Industry Council, has just published a major new publication Responsible Care ­ Health, Safety and Environmental Reporting Guidelines. The content of this brochure is based on best practice and experience by member companies, federations and external advisers.

CEFIC's target is to have data for 16 core parameters reported by 21 member federations by the year 2002. The data will be aggregated and published at European level.

The main objectives of this initiative are to fulfil the chemical industry's Responsible Care promise to share the sector's HSE performance with all stakeholders ­ the widest audience possible ­ and to encourage a more consistent reporting of health, safety and environmental (HSE) issues, by providing a framework of common, agreed definitions.

Furthermore, this initiative also aims at adding occupational health and safety to the existing environmental reporting framework and at delivering measures and results against which the improvement in the chemical sector's HSE performance may be openly judged.

Since CEFIC first published its 1993 Guidelines on environmental reporting for the European chemical industry, there has been a great improvement in the amount of information that member companies and federations have put into the public domain. For example, 15 of CEFIC's national federation members now publish annual Responsible Care reports with a varied coverage of safety, health and environmental data.

This published output has in the last few years contributed to an ongoing dialogue with a wide range of stakeholders ­ including the media ­ and across Europe on the future of environmental reporting and the chemical industry's progress with its Responsible Care commitments.

Data on two of the new parameters, CO2 and energy efficiency have already been published in this year's annual CEFIC Responsible Care report. Next year, safety data for employees will be published and, the year after, data on emissions to air and discharges to water.

CEFIC looks forward to monitoring and reporting the sector's HSE performance in this way in the coming years and to the continuing dialogue with stakeholders on how to progress these important issues.
