  • The Health and Safety Commission has published its Strategic Plan 2001/2004, which sets out the key priorities for reducing work-related injuries and ill-health over the next three years. Construction is, not surprisingly, one of the eight priority programmes.

  • McDonald's Insulation and Maintenance Limited and the London Borough of Havering have been fined more than £10,000 between them following an accident when Terry Upton, a McDonald's employee fell three metres through a fragile roof of a disused building in February 2000. Mr Upton sustained severe head injuries as a result of the accident.

  • The HSE has issued a reminder that the correct test to classify non-fragile roofs is contained in the Advisory Committee for Roofwork document, Test for Fragility of Roofing Assemblies (2nd ed.), ACR[M]001:2000, also known as the Red Book.

  • Revised asbestos management proposals have been published by the HSC. The main change is to widen the definition of the duty holder to include those who legally have maintenance and repair responsibilities for any part of the premises. Those responsible for workplace premises will be required to locate asbestos, record its condition, assume that materials contain asbestos, unless they can be sure that they do not, assess the risks, prepare and implement plans to manage those risks and provide information to anyone liable to come into contact with asbestos.
