What influence do funders have on advances in librarianship? The idea to devote this 31st volume of Advances in Librarianship to this question arose from a conversation between the co-editors during which they wondered if the library and information science (LIS) professions were influenced in similar ways as other disciplines reportedly are by the agencies and foundations that fund research in their fields. The notion of the influence of funding is not new. Mangan (1999) notes that the focus of the American Association of University Professors’ meeting held in May 1999 was on the influence of corporate funding on medical academic research. The increase in corporate funding is due at least in part to a decline in government funding, the author notes that often with this type of funding, “the sponsors decide what will be studied, how the research will be conducted, and how and whether the findings will be published” (p. 14). Approaching the same notion from a different perspective, Goldfarb (2008) tracked the academic output of 221 academic researchers who had received funding from the NASA aerospace engineering program in 1981 in order to explore whether research with specific usable outcomes has a negative impact on scholarly publication. Overall the findings of this study support previous studies that concluded that academic research efforts in the United States are responsive to social and technological needs. Further, Goldfarb notes that commercial outputs of research, such as those that result in NASA type studies, complement academic output.

The US Federal government is a potential source of support for advancing Library and Information Science (LIS) through funding experimentation, innovation, and demonstration. Most agencies are not as much interested in advancing the research front in LIS as they are in LIS contributions that advance other fields. The full potential of federal funding to impact LIS is far from realized. LIS researchers should be aware of each agency's mission as well as the types of research that each one supports. Many people contribute to research agendas but the most influential are researchers themselves. Becoming more successful in winning grants will require researchers to become better grant writers and to collaborate with people outside LIS.

This chapter traces the history of digital libraries (DLs) in the United States through the funding sources that have supported DL research and development over the past decade and a half. A set of related questions are addressed: How have the mission and goals of funding agencies affected the types of projects that have been funded? What have been the deliverables from funded projects and how have the goals of the funding agencies shaped those deliverables? Funding agencies have exerted strong influence over research and development in DLs, and different funding agencies have funded different types of projects, with varying sets of concerns for driving the various fields that feed into DLs. This chapter will address the impact that DL funding has had on the development of research in the field of Library and Information Science, as well as on the practice of librarianship.

The authors began this review of the research available on the topic of managing corporate libraries with the hypothesis that there has been a lack of funding for such research that in turn has limited its production. After reviewing the relevant research literature produced in the last three decades, however, the assumption of inadequate funding causing a lack of research on this topic could not totally be supported. As we sought to identify what funding was available, the literature suggested additional questions: How or if research on the subject of managing corporate libraries was encouraged and funded and by whom? What type of research would be most useful for corporate library managers? Finally, how research results were disseminated and whether the results had been put to use by practitioners? Here the authors are defining the topic of “managing libraries” in the broadest sense and occasionally delve more specifically into the topic of valuing library services. While we address corporate libraries in particular, most of our findings and commentary can be applied to special libraries in general.

In response to recent public library funding deficiencies, many people both inside and outside the field of librarianship have suggested that public libraries need to rely less on traditional government funding and more on alternative funding sources. This chapter reports the results of a review of the research and professional literature relating to government and alternative funding for US public libraries and presents a case study of the West Chester (PA) Public Library, which relies heavily on non-tax funds for its operations. It concludes with an analysis of the major arguments for and against alternative funding for public libraries and a consideration of the implications for public librarianship in the United States.

Funding, first from foundations and later also from government agencies, has been a factor in shaping the development of education for library (and information) science in the U.S. for more than 80 years. Educational programs experienced substantial investments in three periods: (1) from the Carnegie Corporation in the 1920s and 1930s; (2) from the U.S. Office of Education in the 1960s and 1970s; and (3) from the Institute of Museum and Library Services in the first decade of the 21st century. This chapter documents the impacts of the first two and argues for the need to analyze the impact of the third. Other, more modest, investments from both foundations and government agencies have had less lasting impact. This chapter identifies the major sources of funding and projects funded, assesses the level and type of impact, and concludes with implications for the future. The focus is on funding for research, development, and resource enhancement in library (and information) science education, not research conducted by library and information science (LIS) faculty on other topics (e.g., as funded by the OCLC/ALISE library and information science research grant program) (Connaway, 2005).
