Purpose

To set the context for this edited collection by situating the discussion within both a global setting as well as examining the development and framing of processes, initiatives, policy paradigms and theoretical models which have shaped contemporary discourse and practice.

Design/Method

To draw on extant and current academic literature, contemporary thinking derived from policy organisations, think tanks and governmental institutions but also draw on the experience and insights provided by the contributors.

Findings

There are three core findings drawn prior to March 2022. Firstly, that the overall impact of the Global Financial Crash of 2008 and COVID-19 marks a new paradigm shift that will, more likely, shape thinking over the next decade; secondly, global attention to the climate emergency and sustainability agendas suggest that new forms of locally led responses will be necessary; and thirdly, the perceived political uncertainty of the institutions of the European Union and the USA make the stability of the policy making process and its responses to COVID-19 or the Climate Emergency much less predictable over the next 5–10 years.

Originality

This series of essays reflects the work undertaken by each of those contributing to the collection. Each author was invited to start with their primary research focus and to take their ideas and thinking for a ‘walk’ in order to stimulate discussion, novel thinking and different approaches to policy dilemmas.

Theme 1 Context Setting and Overarching Questions

Abstract

The year 2020 is an epochal moment for governance and public administration. The outbreak of the COVID-19 pandemic has upset social and economic life, including the delivery of public services, and eroded domestic and international politics. It comes in an era of uncertainty resulting from the end of the New Public Management boom and a looming breakdown of the contemporary US-defined international order. Against such a sea change, we can hardly take business as usual. Change breeds indeterminacy but also induces reimagining. Any renewal and renaissance of public management has to address the ‘what’ and ‘how’ questions of governance in a low-trust and high-risk society. Both the capacity and legitimacy of the state need to be re-empowered, but no longer through the market. The dual failure of democratic politics and bureaucratic excellence in many countries has rendered the Wilsonian politics-administration dichotomy redundant. Amid the rise of East Asia, there are growing contentions over the conceptualization of meritocracy as alternative systems of governance and public service models seem to be delivering effective rivals. Governance performance may not be predetermined by regime types within a poly-polar world. We need to search for new reconnections, new leadership, a new basis for trust and consensus, and a new public service bargain to avoid getting bogged down in old wine in re-labelled bottle, or another singular universalist paradigm.

Purpose

The purpose of this chapter is to develop the idea of enhancing collaboration within a public context. It does so by exploring the challenge of working with others across organisational boundaries, when addressing complex issues. It discusses research findings from a Scotland based public service study concerned with collaborative practice and presents an empirical analysis of what it means to work in a relational way. The existing literature is reviewed alongside the study findings, connecting with contemporary theories and debates in the fields of collaboration, leadership and public administration.

Design/Methodology/Approach

The empirical work detailed in this chapter drew from collective and relational leadership theories which influenced the study design and methodological approach. The data collection method took the form of semi-structured interviews and data were analysed using thematic analysis supported by data mapping exercises. Data were obtained through interviews of 20 participants from multiple public service roles and organisations who were involved in similar activities linked to collaboration.

Findings

This chapter promotes an approach where disrupting traditional collaborative practice offers new insights in terms of (1) understanding the group process and (2) recognising what processual and behavioural adjustments can be made to enrich collaborative work. This approach was found to offer a number of benefits linked to building trust, promoting meaningful dialogue and altered the conversations that people chose to have.

Originality/Value

The reconceptualisation of collaboration specifically illustrates what it means to ‘work in a more relational way’ and how it is understood by those attempting to build collaborative capacity, sustain public services and improve outcomes for citizens and communities. As such, it is this focus on relationships that is considered innovative and important to creating the open collaborative culture required for addressing complex issues and working across organisational boundaries.

Theme 2 New Forms of Localism and Community Wealth Building

Purpose

The chapter proposes that a new public enterprise (NPE) now characterises developments in local policymaking and service delivery. The NPE places the local public sector in a leading role, either in the direct ‘contracting in’ of services previously contracted out to the private sector, or in the co-ordination of partnerships between public, private and voluntary sector providers. Such remunicipalisation is non-ideological in nature, and international in its scope, being prompted by pragmatic considerations of cost and effectiveness.

Design/Method

The discussion draws from the authors' cumulative primary research on local public services and regeneration and specifically from a series of interviews with local leaders and senior managers conducted in 2018 and 2019.

Findings

It was found that traditional conceptions of ‘public’ vs ‘private’ are largely outmoded. Contracting ‘in’ is practised even by those on the Right of the political spectrum. The public sector is a leader of local partnerships and it is no longer assumed that the private sector brings greater efficiency or effectiveness.

Originality

The term ‘new public enterprise’ is used in an innovative way to describe the changed relationship between public, private and voluntary sectors. This has significant implications for both practice and theory. The empirical prevalence of the NPE can readily be identified in the UK and internationally. Its theoretical implications are challenging but promising.

Purpose

This chapter focuses on policy intervention that has grown in popularity in the UK since the financial crisis of 2008. The focus is on inclusive growth and more specifically, community wealth building. The concept has been picked up by institutions and think tanks at multiple scales from the OECD to local government. We aim to address the tensions in community wealth building and in particular how local authorities in the UK are adjusting their procurements strategies to increase the tendering capabilities of SMEs in their political geography.

Design/Method

We introduce a UK-based study utilising an ESRC-funded case study, desktop research and semi-structured interviews to investigate how well the region of Greater Manchester (GM) ecosystem was equipped to prepare small firms to learn how to compete for public contracts with evidence applicable to other large-scale tenders.

Findings

Overall, at the time of writing business support across GM does not create the value proposition of enabling small firms to be capable at tendering and thus undermines community wealth building (CWB) efforts. The advice on offer is sparse; it offers partial or no advice about different capabilities and is often limited to simple guidance stating procurement rules and compliance demands. Information is often abstract and technical support is also fragmented, making it unlikely that small firms will find resources. Advice fails to engage with evidence on how small firms learn and to provide a learning process. In particular, support to raise absorptive capacity and strategic commitment to tendering, build basic tender readiness and develop and refresh tendering capability is not evident. Training, coaching and peer learning are largely absent.

Originality

UK appears to be an experimental ground for CWB with dedicated think tanks and several examples such as the ‘Preston Model’. GM is a suitably sized and comparable region to offer transferable knowledge and indicators to support regions to innovate. We offer a ‘Dashboard of Priorities’ to enhance business support to SMEs so they can win at tendering, thus strengthening CWB policy and impact. Furthermore, we are adding clarity to a fuzzy definition of CWB and define inclusive procurement. We assist global policymakers to answer the fundamental question; are we doing all that we can with these significant resources to create an economy which truly benefits the people? By examining the ideas of community wealth building and inclusive procurement from a local authority and SME perspective, we can extrapolate finings for international comparison and offer an in-depth look at how the execution of this policy can be strengthened to deliver maximum benefit to their communities. The implication is to focus attention on how institutions (public or private), by way of better execution, can enhance the economic resilience of their own local ecosystems/places.

Purpose

Post-pandemic renewal has to be much more radical. In this chapter we develop a considered response to reimagining the public sector with a focus on Liverpool City Region, its local economy and local government. By drawing on wider ideas of new municipalism, new narratives of how to make local economies more social through public investment, accountability and democratic governance can be made. The local scale offers the frame through which this can be examined as we make the case for new municipalism in the Liverpool City Region.

Design/Method

As scholar-activists we have been involved in responding to the continuous austerity imposed on local government. We research and debate the social and economic problems faced in the Liverpool City Region and present some of our findings here. In our work, through an organisation known as ‘Beacon’ – a grass roots movement agitating for new municipalism – we make the case for new policy initiatives and seek to demonstrate a need for a different type of public sector reform through local government.

Findings

In the context of the ‘levelling up’ agenda of the UK government, there remains concern across the city region about how local government can function given the ongoing austerity imposed from the centre. We have a public sector that has faced disinvestment in communities for over a decade and because of this, we reimagine public sector renewal by advocating for a new municipalism based on strategies of economic and political innovation that can lead to greater levels of democracy, accountability, wealth creation and distribution. We show examples outside of the UK, such as in the US and Spain, where embryonic forms of new municipalism are evident.

Originality

Our work sets out a roadmap to achieve a new municipalist agenda in the Liverpool City Region through an activist movement, Beacon. We bring together ideas and practices that are often underway elsewhere that have real political and economic impacts. In articulating the need for renewal, not only must we critically reflect on underpinning problems but seek to campaign for the change we advocate. The challenge we face is one of coordination and scale.

Theme 3 Cross-Cutting Questions for a Reimagined Public Sector

Abstract

Public service ethos (PSE) is traditionally associated with public administration, bureaucracy and frontline response. Thinkers such as Aristotle and Weber embedded ideas of public virtue and vocation, yet new managerialism, as well as changes to public services management challenge traditional notions of PSE. Recent events such as the COVID-19 pandemic, counter terrorism and government austerity agendas have put PSE back into the public eye. In this chapter we examine the context for a renewed PSE as a crucial aspect of resilience for workers in public services and public management. We focus on three areas that we feel are important for PSE: policy, purpose and pedagogy, and how a renewed PSE can inform pedagogy in the discipline, renewing ideas of vocation in public administration training.

Purpose

This chapter considers some of the key gaps in resilience research in the public sector, specifically: (1) the potential negative implications of organisational efforts to support resilient behaviour – i.e., ‘the dark side of resilience’; and (2) the relationship between resilience and value-based motivations specific to the sector, primarily public service motivation (PSM).

Findings

This piece argues that current studies on resilience have adopted an overly positive tone that may not reflect the full range of consequences associated with building a resilient organisation, especially in the public sector. Issues related to burnout, fatigue and feelings of inadequacy resulting from the ‘need’ to be resilient have not been sufficiently explored, and furthermore, we currently know very little of the link between these issues and employees' desire to have a meaningful contribution to people's lives, i.e., one of the key motivational drivers in the public sector.

Originality

This chapter highlights several unanswered questions in the extant literature, and proposes several avenues for further research, aiming to bridge these knowledge gaps and identify new ways to effectively manage future crises and developments in the sector.

Purpose

Digitalisation, big data and data analytics are hot topics for today's economic sectors. Given these trends, developing information technology capabilities of those who wish to join the public sector workforce has been emphasised in public administration teaching curricula. In this chapter, focusing on the public sector, we ask: What kind of data is published by governments and how can these data be used in teaching data analytics?

Design/Method

Against the backdrop of the growing importance of data analytics in public sector management curricula, this chapter uses the IMPACT cycle model to demonstrate how datasets from open government data portals can be used for teaching.

Findings

Several examples are shown to illustrate the different steps of the IMPACT cycle model. Concluding remarks include a reflection where potential caveats, dysfunctions and limits of data analytics are outlined.

Originality

The chapter explicitly focuses on ‘real world’ open government data published on open data portals. A holistic approach to data analytics ‘from start to finish’ is shown, including preparing datasets for the analysis and presenting results to line managers, whereas some of the previous work solely shows parts (e.g. testing the data).

Theme 4 Service Reforms and the Concept of Risk

Purpose

This chapter identifies the serious issue of the mental health and wellbeing of English paramedics working in the emergency ambulance service. It identifies the case of the extant top-down performance measurement regime and the absence of indicators of wellbeing in ambulance performance reporting. The impact of such measures on frontline staff and the implications for their motivation and commitment are also documented. More decentralised, open and discursive approaches to performance management in the public sector are advocated as key methods for re-imagining ambulance and wider public services in a global context.

Design/Method

Drawing on relevant literature, the chapter provides the context of the English ambulance service and the challenges it faces with reference to the New Public Management (NPM) and New Public Governance (NPG). Key issues concerning performance metrics and staff wellbeing and welfare are then identified and discussed. The notions of communicative rationality, deliberative democracy and agonistic pluralism are introduced as a framework for analysing the state of both wellbeing and resilience and the performance regime within the English ambulance service. The chapter relates these themes to the re-imagining of public services internationally, proposing a more participative and discursive approach.

Findings

It is desirable for the evaluation of public services to include the wellbeing of the healthcare provider, as well as the public service recipient. Additionally, there is a case for greater participative and dialogic engagement to address the intertwined relationship of ambulance staff wellbeing and the performance management regime of the service. The process should be revised, therefore, to take into account the wellbeing of ambulance staff as an integral and intrinsic part of the delivery of the service, and it is recommended that deliberative methods of participation are deployed in reimagining ambulance services and public services more generally.

Originality

The challenges facing ambulance services and, more generally, health services globally continue to proliferate and intensify. They are exacerbated by foreseeable contextual challenges such as the demographic profile of patients and service users and budgetary cuts. Traditional and more recent NPM approaches are proving inadequate for this challenge and appear unsustainable in practice. The lack of acknowledgement of welfare indicators in the performance metrics make them unfit for purpose. Our suggested discursive approach would help to re-imagine the service by improving its sustainability and resilience in parallel with the improved wellbeing and personal resilience of the people who provide the service.

Purpose

This chapter is set within global public sector reform processes, as policing is part of public service delivery. It explores the question of who is “vulnerable”, how vulnerability is assessed, and why? It considers the measurement of vulnerability, and how this influences policing practice and the role of the Police in contemporary policing.

Design/Method

The research is qualitative in nature and reliant on interview and documentary source data. It draws on concepts such as resilience, co-production, professionalisation and training as organising themes in which to make sense of how we reimagine the management of Vulnerability and the demands they place at the “core, the heart and the centre” of policing today.

Findings

Police management in the UK are attempting to stay true to the Peelian Principle of police efficiency alongside balancing the changing remit of what they have to contend with on a day-to-day basis – this is the paradox. Both Vulnerability and Risk are demonstrated to be increasingly interconnected alongside the developments of public health policing in the UK and elsewhere. Collectively, these concepts help to examine an increasingly complex landscape for the police to manoeuvre within, as they respond to a myriad of competing demands on services.

Originality

Vulnerability is the core, the heart and the centre of meaningful human experiences. With increasing pressures on resources, political scrutiny and changing roles and responsibilities, the police as an organisation (both in the UK and internationally) are increasingly responding to competing demands for their service. These demands are represented in this chapter as a paradox of change.

Purpose

The purpose is to review the key themes and questions raised by the contributing authors and to identify specific emerging trends in the discussion and analysis presented.

Findings

There are a number of emerging questions for public sector leaders, thinkers and researchers which they might reflect on. In particular, a core theme is one which focuses on developing the leadership capacity of the sector at all levels (administrative, managerial and political) to scale up their capabilities to meet a historically unique set of circumstances.
